Confidentiality review

Criteria:
Do not disclose facts marked internal in the supplied context to a public audience. Quoting an internal fact is still a disclosure. If the audience or classification needed for the decision is absent, mark the assessment uncertain.

Exceptions:
A fact may be included when the supplied context explicitly marks that exact fact as approved for public release. Internal review messages are permitted only when the context identifies an authorized internal audience.

Supply every required field using its listed type. Missing policy context can leave a semantic result uncertain. A supplied boolean must describe a fact your system has checked.
