Akin to a forge press driving a finishing nail. Precedent exists, city wide traffic signal management was transferred to MOA decades ago. Second, optimize and coordinate the traffic signal system. 5th and 6th Avenues have been sequentially timed since the 1960's, why on earth can we not do the same on the rest of the grid? C Street is shunned by a lot of motorists because of horrid signal management. One can retire waiting for a light to change while no traffic is in sight.
