Capital gains tax is better than inheritance taxes. One of the main problems is the extent to which the tax burden has been transferred from higher income to lower income households. The benefits of VATs and Registered Saving Plans benefit higher income households, i.e. those that save rather consume. New fees and tolls would have the same effect. The Toronto car registration fee, DVP/Gardiner tolls, and hydro surcharges are all government revenue sources (taxes) that add to the burden of lower and lower middle income households. Rob Ford figured that out. Necessary expenses, e.g the Gardiner Repair, still have to be financed. Rob Ford also knew that, even if they are necessary, no one wants to pay! Also free housing is almost always subjected to "down-market raiding" where the poor end up in shacks again and people ineligible for free housing, buying them at a fraction of the cost. But the first kid seems like a candidate for employment. Usually that means one of the "special" programs like Goodwill or Lanikila.
