The model (then) was that the neighborhood school was responsible for supervising and evaluating the students who are temporarily at North Star. So the special education team (and believe me, there are many special ed. students there, but not all), which may include the school psychologist, related services, and the special education teacher, has to travel to NS to write the Individual Education Plan. The teacher assigned to the school has to amend and implement that plan. So, it is not just the six teachers at the school, itself, that are paid by the school district. THIS BILL IS HORRIBLE. Now, perhaps, rural school districts that send students to Anchorage have a different issue, I don't know. Mike Muller (an ex DWAF DG I think) makes some good points but it was on his watch that Gauteng established systems to steal water from their neighbours in KZN and Lesotho, funded by the SA taxpayer and in a similar way to how resources are mined out of many African countries - without the will of the people and at a discount to their real worth. The WC does not have a water flush neighbour. DWS now has limited expertise and is mainly a conduit for tenderpreneurship. No real initiatives around the recycling of water have been established. To me, the city can't decide to force anyone to bring their dwelling up to current code unless they are doing substantial modifications and applying for a new building permit. If they do mandate changes that were not required when a structure was built, they need to provide a means to pay for it. Otherwise, it's a "taking" that would allow the property owner to sue for compensation. Buildings like Marco Polo will only do retrofits when they find that they can't get insurance without it, or that the insurance costs more than a retrofit would.
