We still need broad based taxes and ongoing precise cuts where they can be made without further tearing the fabric of our society in Alaska. The fourth leg is a POMV plan to endow the use of a certain percentage of the fund`s earnings each year for state government use each year. This can be done keeping the dividend around where it is now or higher later even. Though a portion of our dividends would be taxed by the feds, that would be deductible against the state tax. With a 4 engine jet you don't need to stay within a ETOPS range for diversion. Look at the reliability of the 747 from the 100's up to the -800..4 engines are by far safer then 2 engines. More systems & more redundant systems to improve safety of flight. If you loose a reverser on a twin you have no reverse available. You loose a reverser on a 4 engine jet, you still have 2 available either on a jet or a Turboprop. What's safer to drive, a motorcycle on 2 wheel's or a car/truck on 4 wheels for your personal safety?? Safety in numbers counts. Never heard of a RAT needed on a 747 did you??
