The most recent one opened in 1992 and a quick internet search turned up planning documents for a Catholic cemetery in Halton (near Toronto) as recently as 2010 so there is little doubt that religious based cemeteries are still active and being planed today. They never added the sorely needed general purpose traffic lanes. THAT is why Arapahoe continues to get backed up for miles every day with the morning and evening commute. Until Boulder traffic planners pull their heads out of the sand and actually widen Arapahoe to 4 GP lanes, that road will continue to stay clogged. They can dream on all they want about forcing (aka "encouraging") folks into taking buses and bikes to work; but that kind of social engineering doesn't cut it. The people who live along that stretch of road, and who vote those clowns into office, need to demand that widening. This is a very obvious factor in this case: If the price of oil is low no one wants to invest in the expensive oil production we have in the Canadian oil sands, therefore it doesn't make much sense to expand pipelines to carry oil out of the oil sands, there just won't be the oil to transport!
